Manifesto of Islamic Unity

Having belief that Islam is a trust in the hands of Muslim and the defense of its parameters and its sanctities is obligatory upon all and keeping in view that Islam has emphasized and recommended about all the concerns based on Islamic unity and maintenance of brotherhood among societies and stability of relations and also it encourages the straight forward discussions and constructive dialogue and it also lays emphasize on cooperation and coordination between Muslims and safeguarding the super interests of Islam and in the wake of wide ranged cowardly aggressions of global Imperialism and Zionism upon the interests, values and culture of Islam and also in view of the need of material and moral defensive measures against these aggressions and atrocities and also in view of signatures of intellectuals and thinkers on the manifesto that has been signed and declared by the Muslim scholars of Makah, Tehran Oman and Cairo etc. in the past after the great initiative of Muslim scholars, the following principles, laws, terms and conditions and also modus–operand has been adapted. It was also emphasized that others should also follow it:

Norm 1
Islam is the last religion and only way for human evolution and also a trust in the hands of Muslims. It is therefore obligatory on the part of Muslims to practically implement its teachings and guidelines in all aspects of their lives and defend its sacred frontiers and give preference to its lofty priorities upon all other preferences.

Norm 2
The Quran and traditions of the holy Prophet (S.A.W) that all Islamic religions have faith over their truthfulness and authority, are two basic sources that are utilized for compilation of Islamic laws and other teachings. All other sources and references relying upon these two sources are declared to be authentic.

Norm 3
The belief on the following principles and norms under the title of fundamental means and sources of religion of Islam:
(a) Belief in Oneness of God (Monotheism)
(b) The faith in the Prophetship of the Noble Prophet (S.A.W) and He (S.A.W) being the last of the Prophets, as well as faith on his noble traditions as fundamental elements of religion.
(c) The faith on Quran being the fundamental element of religion and also faith on its denotations and laws.
(d) Belief in the World Hereafter or the Day of Resurrection
(e) Faith in five elements of Islam being obligatory and non-denial of acknowledged necessities and requirements of religion.

Norm-4
To accept the principles of ijtihad as well as freedom of dialogue; because Islam while accepting ijtihad subservient to religious principles and codes has allowed lawful position to difference of opinion. According to this, while giving the variability of ijtihad a normal status; it is incumbent upon Muslims to honour others’ opinion too.

Norm-5
The unity as well as safety and security of Islamic Ummah and Muslims is an important religious obligation which is considered as multidimensional cooperation and coordination, unanimity and brotherhood among Muslims.

Norm-6
It is imperative on the part of religious scholars and the clergy to focus on the following points:
1. To get the present Islamic society close to the paradigm based on what has been described by the noble Quran and Prophet of Islam (S.A.W), so that the religious brotherhood, cooperation and piety gets encouraged and also the stability of resistance to face the challenges would come into existence. Accordingly let an atmosphere of forbearance and truth may prevail. Also besides avoiding division and conflicts, there is need of keeping away what weakens and destabilizes the Muslims.
2. To adopt the lifestyle of Imams of the Islamic religions in mutual dealings and to let its prevalence be encouraged and widened among their contemporary followers.
3. To widen the cultural cooperation and collaboration among Muslims so that all the people, accepting their ideological differences, may declare it as an outcome of the law based Ijtihad.

Norm-7
To guide and strengthen the Islamic awakening for making Muslims acquainted with each other on the basis of common and established principles.

The Possibilities of Proximity

Norm-8
The closeness between Islamic religions is spread over all aspects of the life of the followers of each religion, which consists of ideology, jurisprudence, ethics, culture and history etc.

General Programme

Norm-9
Whatever has been said, the following steps among others need to be taken by the Interreligious Forum:
1. There is need of complete mutual cooperation and coordination for all those issues that are common and unanimous among Muslims.
2. Utilization of all material and moral sources and means for the implementation of loftiness of Word of God under the title of strongest blissful way and get them registered.
3. To adopt a common and unanimous stand against the enemies of Islam in all the issues of Muslim Ummah particularly concerning the issues faced by the countries like Afghanistan and Iraq etc.
4. Not to declare such Muslims as infidels, who are having some religious differences and declare ijtihad as permissible within Islamic sources. We have to accept its obligation as well as its outcome, though their jurisprudential (ijtihadic) views seem to be incorrect in our opinion. Our decision and justice should be based on right and wrong superficial differences devoid of faith and infidelity. Accordingly what they say or as per their opinion, which in our opinion concludes to the denial of fundamentals of the religion, but these people defend it; they should not be declared as infidels for this very reason.
5. To deal with differences amicably with the tool of Islamic ijtihad.
6. When Islam prevents its followers for all kind of provocative measures in the way of restoration of relations with other religions and instructs Muslims not to humiliate the false beliefs of non-Muslims, then necessarily it also reiterates to desist from any kind of disdain to the beliefs of other Islamic religions and also desist from any kind of disregard to the households of the noble Prophet (S.A.W) and his righteous companions.
7. Not to impose any ideology upon the followers of any particular religion while taking advantage of their weakness by the state or religious delegations.
8. The followers of the Islamic religions are free to follow their own religious sect in their personal issues but with regard to public law and order they are bound to be governed by the state law.
9. Since the noble Quran invites the Muslims towards dialogue based on logic, avoiding any conflict and hegemony, therefore, it is obligatory upon Muslims to adopt the way of logic, moral and reconciliation and accordingly the steps are need to be taken either through delegation of Ulama or by way of mutual understanding to get the issues resolved amicably. Thus measures need to be taken to infuse communal harmony in the life.
10. The historical, jurisprudential and ideological issues of differences found among Muslims need to be entrusted to the experts so that they are in a position to deal with it in an impartial and rightful manner. It would be better if a centre is established that will tackle jurisprudential, historical and ideological issues.
11. There is need of introducing Ijdihad in Islamic jurisprudence, Islamic unity, the Principles of differences, discussions, dialogue, fiqh and Kalam in the educational institutes, universities and religious centers. Also without targeting each other’s ideologies, there is need of creating adequate atmosphere for entertaining common ahadith (holy traditions).
12. To impart teaching and training for shunning away the tendency of extremism and concrete steps need to be taken to stop the deceptions of newly born religions that are ignorant about fundamentals of Islam.
13. To create an atmosphere of moderate behavior through all scientific sources and means, meetings, experts and general conferences. It needs the logistic support from the offices, organizations to get the proposal implemented. Also keeping in view the reformation and renovation in ideological, jurisprudential matters and also in the affairs of training to ensure the implementation of Islam in multidimensional aspects. Also keeping in view that the differences found among religions, it is to be considered as a factor of diversity and evolution instead of a tool of confrontation. Also emphasis is to be laid on the peculiarities of all religions and introduction of their literature.
14. Resistance against the sects and groups opposing the Holy Scripture and the Traditions and those having extremist tendency. It is not permissible to accept all kinds of invitations vis-Ă -vis extremism, instead the above mentioned Islamic conditions and tendencies are to be taken into consideration.
15. To emphasis upon non-involvement from all wrong jurisprudential, ideological and practical training attributes, vis-Ă -vis killings of innocent people, massacre, humiliation, declaration of infidelity, misdeeds and getting the wealth ruined etc. Also to prevent all such actions that drive wedges among the Muslims and due to which chaos and confusion erupts among Islamic Ummah and that may create a suspicious environment of infidelity and deviation.
Also keep a distance from all those instants and issues which add anger among Muslims and due to which they are disintegrated and may cause chaos and confusion in Muslim Ummah.
16. Issuance of fatwa is only the job of ulama and expert scholars, who are well versed in the Book of God, Sunnah of the Noble Prophet [s], Jurisprudence and the principles, and who do possess the power of derivation and extraction of religious laws from the source and origins and these people are abreast with the challenges and demands of the contemporary world too. Also they should be competent to issue fatwa in accordance to the challenges and demands to get the problems resolved.
